<p>East, which allowed only seven goals in its first 26 matches this spring,  gave up three in the first 11 minutes and went on to numbing 5-0 loss to North  in the semifinals of the Class 4-A girls soccer playoffs.</p>
<p>North (20-3-2) will play Wilmington Hoggard for the state championship on  Saturday at 7 p.m. at N.C. State. Shell-shocked East, in the semifinals for the  second time in four years, finished 23-3-1.</p>
<p>&#8220;I feel like if we play the game five more times you wouldn&#8217;t see that kind  of result, but it doesn&#8217;t matter,&#8221; said Coach Chad Lorentz of East. &#8220;Over the  last two rounds they have been extremely good, they have finished chances and  they are rolling. &#8220;They are not dirty, they just work hard. They beat us in  one-on-one battles everywhere on the field all night.</p>
<p>&#8220;They just beat us. They beat us in every facet of the game. Effort,  tactically, coaching.&#8221;</p>
<p>Just three minutes into the match, Morgan Byrne, a speedy left wing for  North, <a href="http://www.discountiffany.com/butterfly-key-ring-p-296.html"><strong>Butterfly  key ring</strong></a> a 25-yard shot that went off the head of East defender  Carson Williams, ricocheted off the crossbar and fell to the feet of Katherine  Rusk, who finished off the goal from close range.</p>
<p>East had a couple of chances in the next few minutes, but North struck again.  This time, Byrne played a give-and-go with Rusk down the left side. Byrne  slipped behind the defense to gather the pass from Rusk and beat East keeper  Megan Roberson in the right side of the net. That marked the first time this  season East had allowed more than one goal in a game.</p>
<p>Thirty seconds later, Byrne hit a cross from the left side, and Allison  Stearns poked in a shot from the back post.</p>
<p>East had several great chances to score in the first half but couldn&#8217;t make  it happen. Taylor Dulaney got a one-on-one with the North keeper, but Emily Rusk  blocked the shot, and Tyler Wilkerson ripped a shot off the post.</p>
<p>But it was 4-0 and all but over at halftime. Stearns scored the second of her  three goals in the 29th minute with a 20-yard shot, and she added another in the  second half, off a cross from Hannah Robinson.</p>
<p>&#8220;We have been playing well in the first 10 minutes of every playoff game,  quite <a href="http://www.discountiffany.com/snowflake-pendant-p-307.html"><strong>Snowflake  pendant</strong></a>,&#8221; said Coach Neil Roberts of North Meck. &#8220;Against  Providence, Porter Ridge and even Roberson in the first three rounds, we just  weren&#8217;t finishing them. <p>&#8220;And we are creating good chances. I wouldn&#8217;t say they are easy chances, but  good chances.&#8221;</p>
<p>Lorentz watched North beat Lake Norman 5-1 last weekend.</p>
<p>&#8220;A lot of the things I saw were things I saw against Lake Norman,&#8221; Lorentz  said. &#8220;They just finish at an incredible rate. Obviously in the first 11 minutes  of the game they had three goals, but 25 minutes into the game they had four  shots and three goals, and we had three good chances and we scored none.</p>
<p>&#8220;We did not come out well. I thought our forwards and midfielders didn&#8217;t get  any kind of pressure on them. They looked hesitant to get into the game and I  thought in the back we were real disorganized. But I think I need to take  responsibility for that. <p>&#8220;I&#8217;ve always preferred red wine and even more so when I learned about the  natural chemicals &#8212; resveratrol &#8212; that help fight disease and keep your heart  healthy.&#8221;</p>
<p>If she loves red wine, why was she sipping a white?</p>
<p>&#8220;Viognier is a wonderful wine and Virginia viogniers are being recognized  around the world,&#8221; said Lisa Champ, sales manager for White Hall. &#8220;It&#8217;s also  known as the white wine for people who prefer red.&#8221;</p>
<p>McDonnell joined Todd Schneider, chef at the Governor&#8217;s Mansion, Todd  Haymore, state secretary for agriculture and forestry and assorted business  leaders, wine industry officials and news reporters on a Friday bus tour of  Central Virginia wineries. The entourage stopped at Jefferson Vineyards and  Veritas Vineyards before finishing up at White Hall.</p>
<p>The trip was part of McDonnell&#8217;s First Lady&#8217;s Initiatives Team Effort program  that <a href="http://www.discountiffany.com/tiffany-key-rings-c-9.html">Tiffany  Key Rings</a> on calling attention to preventive health and wellness programs,  economic development and opportunity for military families and for women.</p>
<p>&#8220;When Bob was inaugurated I knew that I wanted to help Virginia businesses  receive national and global attention,&#8221; she said. &#8220;I also wanted to find ways to  let Virginians know of the great products within their own state.&#8221;</p>
<p>Friday&#8217;s tour was to call attention to the state&#8217;s award-winning wine  industry and local products, McDonnell said.</p>
<p>&#8220;For some time we lived in California and we really enjoyed the wines out  there,&#8221; she said. &#8220;When we came back to Virginia, we found the wine industry  just beginning and some good wines being made. Now there are so many world-class  wines produced in the state that we want others to hear about them.&#8221;</p>
<p>McDonnell said studies showing that resveratrol helps fight cancer and heart  disease made the trip fit in with her hopes of promoting a healthy lifestyle, as  well.</p>
<p>&#8220;What could be better than something that tastes good being good for you?&#8221;  she asked.</p>
<p>For Schneider, the trip was a chance to learn more about vintners&#8217; products  and ways to <a href="http://www.discountiffany.com/">discount tiffany</a> Virginia wines with locally grown food.</p>
<p>&#8220;We try to serve local foods with local wines, and I like to find new  combinations,&#8221; he said. &#8220;We try a lot of new things.&#8221;</p>
<p>Tony Champ, who owns White Hall Vineyards with his wife, Edie, said he  appreciated the first lady and crew dropping by.</p>
<p>&#8220;What it shows me is that this administration is serious about helping local  industry,&#8221; Champ said. &#8220;It would be great to call more local attention to  Virginia&#8217;s wines. In California, people tend to drink more California wines but  we don&#8217;t seem to do the same in Virginia. Efforts like this could help change  that.&#8221;</p>

			<content:encoded><![CDATA[<p>The cause of death of a North Toledo toddler with cerebral palsy who suffered  head-<a href="http://www.discountiffany.com/"><strong>discount  tiffany</strong></a>-toe burns remained unclear yesterday as officials await  autopsy results, police said.</p>
<p>Shaniya Sullivan, 3, died late Tuesday at Mercy St. Vincent Medical Center.  Her death is being investigated as suspicious pending the results of an autopsy,  expected to be released today, Toledo police Sgt. Phil Toney said.</p>
<p>Initial reports from rescue personnel said the burns were consistent with  those caused by scalding water. No one was charged in the death yesterday.</p>
<p>&#8220;A lot is going to depend on the coroner&#8217;s report,&#8221; Capt. Ray Carroll  said.</p>
<p>The girl&#8217;s grandmother, Cecelia Streeter, said the death was the result of an  accident that <a href="http://www.discountiffany.com/tiffany-bracelets-c-2.html">Tiffany  Bracelets</a> as Shaniya&#8217;s 11-year-old sister left the child alone in the  bathtub. She said an uncle was in another room watching television.</p>
<p>&#8220;Nobody did this to my baby. It was an accident,&#8221; Ms. Streeter said, sobbing.  &#8220;They put the blame on my daughter; they&#8217;re wrong.&#8221;</p>
<p>Shaniya had been diagnosed with cerebral palsy and was unable to walk, Ms.  Streeter said. A neighbor said the girl would &#8220;scoot&#8221; when she played outside  with her siblings.</p>
<p>Shaniya was &#8220;always smiling at everyone,&#8221; her grandmother said.</p>
<p>Rescue crews were called to 2819 F St. about 8:35 p.m. to check the safety of  a child and found the girl on the floor in cardiorespiratory arrest.</p>
<p>The child was being bathed by her 11-year-old sister and her friend because  Shaniya had &#8220;messed herself,&#8221; Ms. Streeter said. The mother, Latoya &#8220;TT&#8221;  Sullivan, was out shopping, Ms. Streeter said.</p>
<p>Ms. Sullivan declined to comment.</p>
<p>Ms. Streeter said the children were taught how &#8220;to help each other, to take  care of each <a href="http://www.discountiffany.com/tiffany-pendants-c-3.html">Tiffany  Pendants</a>.&#8221;</p>
<p>The older children left the room to get a towel, leaving Shaniya in the  bathtub that was filling with bubbles and lukewarm water. Shaniya then turned on  the hot water, apparently lost her balance, hit her head, and went under the  water, Ms. Streeter said.</p>
<p>Nobody heard any screams or cries, she added.</p>
<p>The older children discovered the unresponsive girl and ran screaming out of  the house in opposite directions, witnesses said.</p>
<p>A neighbor across the street, Teresa Ratliff, 29, said she went in and found  Shaniya in the bathtub. The water was cold by the time she got there, she said.  &#8220;I saw her floating in a tub full of water. I grabbed her and took her,&#8221; Ms.  Ratliff said.</p>
<p>The scene became chaotic and emotional, and at least two of Shaniya&#8217;s family  members were arrested after being accused of assaulting a police officer who was  trying get the girl into an ambulance. Robert M. Johnson, 16, who Ms. Streeter  identified as her grandson, and Donald Benton, 35, were taken into custody.</p>
<p>Five of Shaniya&#8217;s six siblings, ages 1 to 16, were taken into protective  custody yesterday by Lucas County Children Services, Executive Director Dean  Sparks said. The children will remain with relatives temporarily until a  juvenile court judge determines whether they may be returned to their mother&#8217;s  custody, Mr. Sparks said. The mother is free to contact and visit them.</p>
<p>&#8220;We have had contact with this family in the past, but not for a couple of  years, and <a href="http://www.discountiffany.com/tiffany-earrings-c-4.html">Tiffany  Earrings</a> not for anything like this,&#8221; Mr. Sparks said, adding that placement  in foster care &#8220;is our last resort in any situation.&#8221;</p>
<p>Shaniya&#8217;s father, Stephen Sims, sat on the front porch of Ms. Streeter&#8217;s home  on St. John Avenue, his eyes red and wet, with a cigarette hanging from his  fingers. He said little, but expressed regret Shaniya&#8217;s mother wasn&#8217;t with her  when the child was pronounced dead. &#8220;I can&#8217;t believe they didn&#8217;t let her get in  that ambulance. She should have been in that ambulance with her baby,&#8221; Mr. Sims  said.</p>

			<content:encoded><![CDATA[<p>Breakfast at Tiffany&#8217;s may be just the thing for  some, but an increasing number of customers prefer to shop for their jewelry and  accessories via catalogs.</p>
<p>Catalog Merchandiser monitored almost 75,000 jewelry  offerings in the catalog marketplace in the past year, covering 1,541 editions  from 160 leading catalogers. Of these, jewelry catalogs (not surprisingly)  featured half of all jewelry and accessory offerings (51.3%), followed by gift  books at 33%, apparel catalogs at 8.5% and general merchandise catalogs at  6.6%.</p>
<p>Though jewelry books offer the widest selection of  this merchandise, more apparel and gift books are carrying it. Women&#8217;s apparel  catalogers increased jewelry offerings to 13.7% during spring 1994, up from 8.3%  in spring 1993. Jos. A. Bank for Women, Nicole Summers, Lane Bryant and I.  Magnin highlight jewelry and accessories that coordinate with their clothing  offerings.</p>
<p>Among the books devoted to jewelry, the market tends  to split into two primary segments: fine jewelry and fashion jewelry. In  general, fashion jewelry catalogs carry more pages and offer merchandise at  substantially lower prices. The segment includes such titles as the new Art of  Adornment (see profile below), Nature&#8217;s Jewelry and Museum of Jewelry. The  average item price for fashion jewelry in 1993 was $42.68. Fashion jewelry  catalogs averaged 65 pages with a total of 3,712 square inches.</p>
<p>By comparison, in such fine jewelry catalogs as  Tiffany, American Express and Ross Simons, the average item cost was $843.81  during 1993. Fine jewelry catalogs tend to be considerably smaller than their  less-expensive counterparts at 35 pages, with an average of 2,440 square inches.  In addition to high-end jewelry, these catalogs are also more likely to offer  china and other gift items as well.</p>
<p>FASHION JEWELRY DRIVES PRICING</p>
<p>The big shift in the jewelry market over the past  year is toward lower prices. The average cost of items offered in jewelry  catalogs during 1993 was $358.86, down 18.6% from $440.75 in 1992. More than 60%  of all jewelry items were offered for less than $50 in 1993, up slightly from  55% in 1992. Items priced more than $300 were 16% of offerings in 1993, down  from 20% in 1992.</p>
<p>This price trend is driven by an increase in the  offering of fashion jewelry. Among all the editions we reviewed, fashion  earrings were 19% of jewelry offerings in 1993, up from 15.2% in 1992. Fashion  rings were up from 2.8% in 1992 to 8.4% in 1993, and fashion bracelets were up  from 4.4% in &#8217;92 to 9.1% in &#8217;93. At the same time, prices of high-end jewelry  dropped. The average price of fine bracelets, for example, dropped from $1,300  to $1,156.18 and fine earrings fell from $870.67 to $600.27.</p>
<p>Prices were further affected by promotional  activities, most of which reflect trends seen throughout the catalog market:  fewer individual sale items and a greater reliance on event promotions. While  individual price promotions were offered on less than 10% of jewelry offerings  last year, most major mailers offered some form of incentive program. Nature&#8217;s  Jewelry, Ross Simons and Adco Earrings Plus, for example, were among those  offering clearance sales with significant price discounts. American Express,  Macy&#8217;s and Lewis and Roberts offered payment plan incentives, such as deferred  billing, extended payment and no finance charges. And Diamond Essence, Smyth and  Lord and Taylor offered free gifts and prizes.</p>

<p><em>Bracelets</em> engraved with &#8220;Until They All Come Home&#8221; were passed out  to everyone close by at Walter Reed Army Medical Center here Jan. 21.</p>
<p>The plastic yellow <em>bracelets</em> serve as a symbol of patriotism as well  as a symbol of thanks and support to the troops, according to their producer,  Joe Spano Jr.</p>
<p>He collaborated on the <em>bracelet</em> idea with Marine Corps mom Elizabeth  Johnston. Her son, Lance Cpl. Joseph C. Paul served in Iraq in 2003.</p>
<p>In a touching moment before he deployed in January 2003, Paul, now in the  Marine Corps <a href="http://www.sterlingtiffany.com/"><strong>tiffany  jewelry</strong></a> Reserve, said he told her, &#8220;Mom, just support all of us.&#8221;</p>
<p>Johnston, of Longview, Wash., promised she would. In February 2003, she  founded Mothers of Military Support, known as M.O.M.S., a non-profit  organization to support troops and their families during deployment.</p>
<p>Spano, president of Buy-Rite Inc., said he was so overwhelmed after reading  about Johnston and her son on the M.O.M.S. website that he wanted to do  something to support the troops too. So he called Johnston and told her he  wanted to produce a <em>bracelet</em> with the words &#8220;Until They All Come  Home.&#8221;</p>
<p>During his Jan. 21 Walter Reed visit to distribute the <em>bracelets</em>,  Spano said Johnston&#8217;s words &#8220;promised her son, Joe, that she would continue to  help the service men and women until they all come home.&#8221;</p>
<p>&#8220;Although that was not a tag line, I saw it as one,&#8221; Spano noted. &#8220;I thought  it just had a great ring to it. I think for someone to wear that on their wrist  and see it every day is a reminder that they&#8217;re not all home yet and it&#8217;s going  to be a long time before they are and let&#8217;s not forget about them. It&#8217;s too easy  in our prosperity here to forget.&#8221;</p>
<p>Armed with two large boxes of the yellow plastic wristbands, Spano said his  mission to Washington was to attend to the &#8220;real important issue &#8230; to get the  message out.&#8221;</p>
<p>&#8220;Right now, Iraq and Afghanistan are in the media every day, but there&#8217;s  going to come a day where something else is going to happen,&#8221; he said. &#8220;And all  of a sudden we forget very quickly, especially here in America where we have so  much happening around us every day that it&#8217;s very simple to forget people out  there protecting us and allowing us to have those successes and prosperities in  this country.</p>
<p>&#8220;My interest in doing these <em>bracelets</em> came from Elizabeth,&#8221; he  emphasized. &#8220;She comes to any conversation on any topic and it comes right back  down to a discussion about our men and women in the military. Her passion for  that is absolutely intoxicating, and you can just not help but want to help out  in some way, if at all possible.&#8221;</p>
<p>&#8220;Let&#8217;s remember the troops, he added, &#8220;until they all come home.&#8221;</p>
<p>At Walter Reed&#8217;s physical therapy department, Spano gave a <em>bracelet</em> to Army Spc. Joey Banegas, <a href="http://www.sterlingtiffany.com/product-5.html"><strong>bracelets</strong></a> 22, of  Hatch, N.M., who was wounded in Afghanistan on Oct. 14.</p>
<p>&#8220;I&#8217;d seen people with them, but I wasn&#8217;t sure of what they were,&#8221; said  Banegas, who was serving with the 25th Infantry Division. &#8220;It&#8217;s good that people  recognize and realize that the troops are out there and are actually waiting for  them to come home,&#8221; he noted. &#8220;It shows that we have a lot more support than we  expected to have in the beginning.</p>
<p>&#8220;It makes you feel good inside because it shows that you&#8217;re appreciated and  that people respect you for doing what you do.&#8221;</p>
<p>Tammy Johnson, mother of Army Spc. Chad Johnson, 21, of Lockhart, Texas,  said, &#8220;I haven&#8217;t seen these <em>bracelets</em> before, but I have mine now.&#8221;</p>
<p>As she put the yellow plastic <em>bracelet</em> on her left wrist, she noted  &#8220;this means that somebody is looking out for our soldiers and they really care.  If our soldiers over there know that we really care, they can do their job a lot  better and maybe protect themselves more and come home to us.&#8221;</p>
<p>Her son arrived at Walter Reed on Oct. 9 from Landstuhl (Germany) Regional  Medical Center. He had served with the 1st Cavalry Division in Iraq.</p>
<p>The <em>bracelets</em> represent support to the troops, he said, and are &#8220;a  consistent reminder when you look at it on your wrist to remember where you are,  where you live and who supports the freedom.&#8221;</p>
<p>&#8220;When Joe approached me about doing the <em>bracelets</em>,&#8221; M.O.M.S&#8217;  Johnston noted, &#8220;he said he believes in M.O.M.S., and that working as a team  would be much more powerful than working separately to show our support for the  troops nationally.&#8221;</p>
<p>She said Spano&#8217;s company has produced 480,000 <em>bracelets</em>. Spano  explained that M.O.M.S. gets 10 percent <a href="http://www.sterlingtiffany.com/product-6.html"><strong>cufflinks</strong></a> of all  proceeds and he also contributes funds personally to support the troops. &#8220;This  has become a personal passion for him,&#8221; she noted.</p>

Each 1-gallon plastic bag is loaded with such things as lip balm,  phone cards, disposable cameras, beef jerky, anti-bacterial soap, dental floss,  music CDs, playing cards and a host of other items.</p>

			<content:encoded><![CDATA[<p>Of all who have won the Miss Northwestern Lady of the <em><a href="http://www.sterlingtiffany.com/"><strong>tiffany jewelry</strong></a> </em>title,  few were more anxious about the outcome than Mandi Ridgdell.</p>
<p>Ridgdell was named winner of the 49th annual Miss Northwestern &#8211; Lady of the  <em>Bracelet</em> Scholarship Pageant held Friday in the A.A. Fredericks  Auditorium at Northwestern State University. A senior theatre major from  Sorrento, Ridgdell received more than $6,000 in scholarships and prizes and will  represent Northwestern in the Miss Louisiana Pageant.</p>
<p>Ridgdell is the daughter of Lori and Kennie Ridgdell. A member of Alpha  Omicron Pi, she is a member of the Student Theatre Organization, the Order of  Omega, Gamma Sigma Alpha and Rho Lambda. She was first runner up in last year&#8217;s  Miss Northwestern &#8211; Lady of the <em>Bracelet</em> Pageant. When Ridgdell was  announced as the winner, she looked as much relieved as excited.</p>
<p>&#8220;This year was more nerve wracking than last year,&#8221; said Ridgdell. &#8220;Last  year, I entered for fun, but this year I wanted to win. After the evening gown  competition, one of the people backstage said to me &#8216;It&#8217;s over, you can relax  now.&#8217; But then I was shaking. Everyone was sitting down and I was walking around  because I was so nervous.&#8221;</p>
<p>Nicole Rogerson of Austin, Texas, was first runner up and Carley McCord of <a href="http://www.sterlingtiffany.com/product-9.html"><strong>tiffany rings</strong></a> Baton Rouge was second runner up. Ridgdell won the talent and evening wear  competition as well as the Liz Carroll People&#8217;s Choice Award presented to the  audience&#8217;s top choice in the talent competition.</p>
<p>&#8220;Last year, I came to the realization after being named first runner up that  I could win a scholarship pageant,&#8221; said Ridgdell. &#8220;It opened my eyes. I spent a  lot of time talking to (2007 winner) Corinna (Harwood) and observing her. I went  to Miss Louisiana and fell in love with the title of Miss Northwestern &#8211; Lady of  the <em>Bracelet</em> and what it represents. I have a lot of pride in  Northwestern and there&#8217;s no better way to show it than by holding this title and  representing the university.&#8221;</p>
<p>Her platform issues are the Children&#8217;s Miracle Network, the official national  platform for the Miss America Organization, and Push America.</p>
<p>Push America was founded in 1977 by Pi Kappa Phi Fraternity with the purpose  of instilling lifelong service in its members and enhancing the quality of life  for people with disabilities. Push America has grown into a nationwide  organization with numerous programs educating undergraduates, alumni, and  communities about the abilities of people with disabilities.</p>
<p>Ridgdell got involved with Push America through friends in Pi Kappa Phi  Fraternity.</p>
<p>&#8220;Once I met some members of Pi Kappa Phi and saw the work they do, I fell in  love with all it stands for. It was easy to pick that as a platform issue,&#8221; said  Ridgdell, who has overcome dyslexia to become a President&#8217;s List and Dean&#8217;s List  student. &#8220;I have some idea of what they went through because I know what it&#8217;s  like <a href="http://www.sterlingtiffany.com/product-5.html"><strong>tiffany  bracelets</strong></a> to be different and not be able to do what others can do.&#8221;</p>
<p>Ridgdell has participated with members of Beta Omicron chapter at NSU as they  have worked with the Natchitoches Association of Retarded Citizens. She has an  ambitious program planned for this fall to raise funds for Push America.</p>
<p>&#8220;I&#8217;d like to do something called &#8216;Rock n Roll for Life&#8217; which will be similar  to the Relay for Life,&#8221; she said. &#8220;People will go around the track in  wheelchairs and get pledges for how many laps they can do. We&#8217;ll have bands  playing in the infield and events to make it a lot of fun.&#8221;</p>
<p>Ridgdell will use her scholarships to begin graduate school at NSU next fall.  She wants to earn a master&#8217;s in education and teach theatre someday.</p>
<p>&#8220;My goal is to perform on Broadway or on the West End (in London), but I  would like to be able to teach theatre to children,&#8221; she said. &#8220;I&#8217;ve taught  theatre to children in the summer for several years and one summer when I  couldn&#8217;t do it I cried. Then I realized how much I enjoyed teaching.&#8221;</p>

			<content:encoded><![CDATA[<p>Lee County will pursue a costly jail expansion despite its interest in an <a href="http://www.sterlingtiffany.com/"><strong>tiffany</strong></a> electronic-monitoring  program likely to reduce inmate numbers by at least 10 percent and maybe up to  50 percent.</p>
<p>A look at other communities with similar programs revealed they, too, needed  more jail space regardless of the devices&#8217; successes.</p>
<p>Lee County Board of Supervisors last year approved a plan to enlarge the  crowded Tupelo-Lee County Adult Jail. The 202-bed facility stays full nearly  every day of the year and often houses more prisoners than it should, sparking  complaints and lawsuits.</p>
<p>Although the board has yet to decide on a final plan, the jail will either  double or triple <a href="http://www.sterlingtiffany.com/product-6.html"><strong>tiffany  cufflinks</strong></a> in size, take two years to build and cost taxpayers between $6  million to $12 million.</p>
<p>In the meantime, Sheriff Jim Johnson wants to launch a program that will  strap electronic monitoring ankle <em>bracelets</em> on nonviolent offenders  instead of sending them to jail.</p>
<p>When Johnson first pitched the program in March, he said about half the  current inmates would qualify. But during a recent interview with the Daily  Journal, the sheriff modified that estimate to &#8220;only a very minimum number of  people who will be eligible.&#8221;</p>
<p>&#8220;I don&#8217;t want anybody to think that, &#8216;Oh, we can get those ankle  <em>bracelets</em>, and we don&#8217;t have to add on to the jail,&#8217;&#8221; Johnson said.  &#8220;They&#8217;ll be an element I&#8217;ll be able to use to prevent us from getting into the  situation we&#8217;re in now. It&#8217;s not the solution.&#8221;</p>
<p>The program under consideration involves a Tupelo-based company called ADAPTS  Electronic Monitoring <a href="http://www.sterlingtiffany.com/product-16.html"><strong>tiffany money  clips</strong></a>, which would supply the ankle <em>bracelets</em> and do the  monitoring through its two support companies.</p>
<p>Two types of <em>bracelets</em> are available: One tracks a person&#8217;s  movements; the other detects alcohol through the person&#8217;s sweat. Law-enforcement  and court officials could check the monitoring records online. Offenders  selected for the program pay roughly $12 a day for their own <em>bracelets</em> and monitoring. That&#8217;s compared to about $25 a day to house a person in  jail.</p>
<p>&#8220;They could be used in a situation where you have an individual who is out  here working, providing for their family and for whatever reason they go to  jail, incarcerated for some crime,&#8221; Johnson said. &#8220;Instead of waiting in jail  for court for months on end, losing their job, not contributing to society,  those types of people could be monitored with a <em>bracelet</em>, still work  and then come to court.&#8221;</p>
<p>Van Hopkins, chief executive officer of ADAPTS, said he believes it can  significantly reduce Lee County&#8217;s jail population. If nothing else, he said, &#8220;it  has the potential to &#8230; postpone an expansion by depopulating the jail.&#8221;</p>
<p>But other communities haven&#8217;t avoided such a fate. Athens, Ga., which  recently started using electronic <em>bracelets</em>, plans to levy a local  option sales tax to expand its 375-bed jail, said Athens-Clarke Court  Administrator T.J. BeMent.</p>
<p>And Kane County, Ill., which has used the devices for a decade, opened a new  640-bed jail last year to accommodate its growing prisoner population, said Jeff  Jefko, deputy director with the Kane County Probation Department.</p>
<p>&#8220;You might be able to delay the inevitable,&#8221; BeMent opined, &#8220;but as for the  pie-in-the-sky dream of not having to expand, I <a href="http://www.sterlingtiffany.com/product-17.html"><strong>tiffany  pendants</strong></a> doubt it.&#8221;</p>
<p>Still, both communities have benefited. BeMent said he wants to enlarge his  nascent program from 15-25 monitored offenders to roughly 50 people at any given  time.</p>
<p>&#8220;Cost avoidance is cost savings,&#8221; he said.</p>
<p>Officials in Kane County know about that. They shaved $1.4 million from their  annual budget last year by electronically monitoring 188 defendants instead of  housing them in jail.</p>
<p>&#8220;A successful EM program will pay for itself, will show a savings to the  county because it will reduce the number of days you have defendants sitting in  your jail,&#8221; Jefko said. &#8220;Will it stop you from building a new jail? It didn&#8217;t  stop us from building a new jail.&#8221;</p>

			<content:encoded><![CDATA[<p>The Pennsylvania Attorney General&#8217;s Office issued the following news  release:</p>
<p>Five men were charged today by state narcotics agents with participating in a  $1 million cocaine <a href="http://www.sterlingtiffany.com/"><strong>tiffany and  co</strong></a> <em>ring</em> that stretched from Delaware County and Philadelphia to  State College.</p>
<p>Attorney General Tom Corbett said the investigation, known as &#8220;Operation  Rhoade Block,&#8221; began in January 2009 and focused on the distribution of several  hundred ounces of cocaine in the State College area.</p>
<p>Evidence and testimony regarding the alleged drug activity was presented to a  statewide investigating grand jury, which recommended the criminal charges being  filed today.</p>
<p>Agents estimate that this group of suspects was responsible for bringing  approximately $1 million dollars worth of cocaine into the Centre County area  since 2008, and that since the investigation began in 2009, the organization  distributed approximately 20 pounds of cocaine. According to the grand jury,  Andre Spangler and Brian King, both of Media, Delaware County, delivered cocaine  to local dealers in the Centre County area, identified as James Losch and Edwin  Rhoades, who distributed the drugs to other Centre County residents.</p>
<p>According to the grand jury, Losch and Rhoades received multiple ounces of  cocaine at a time. Losch <a href="http://www.sterlingtiffany.com/product-4.html"><strong>tiffany bangles</strong></a> and Rhoades allegedly received deliveries in State College, but also traveled to  Harrisburg or Delaware County to purchase cocaine for re-distribution in the  Centre County area. The grand jury found that Spangler used rental vehicles to  make his cocaine deliveries to State College.</p>
<p>As the investigation progressed, court-authorized wiretaps were approved to  determine the scope of the organization and help identify suppliers.</p>
<p>Corbett said that Hasan Bradley, of New Jersey, was identified as one of  Spangler&#8217;s main cocaine suppliers.</p>
<p>According to the grand jury, the wiretaps revealed that Bradley and Spangler  talked regularly and often discussed cocaine transactions, cocaine quality,  &#8220;cutting&#8221; cocaine, prices, or troubles acquiring cocaine because of its  popularity.</p>
<p>Corbett said that Bradley and Spangler referred to cocaine as &#8220;that  funny-looking bitch,&#8221; &#8220;the work,&#8221; &#8220;jawn,<a href="http://www.sterlingtiffany.com/product-9.html"><strong>tiffany rings</strong></a>&#8221;  &#8220;baby jawns,&#8221; and &#8220;funny-looking stuff.&#8221;</p>
<p>Corbett said that agents arranged a series of undercover purchases between  June 11 and Sept. 11, 2009. These cocaine buys ranged in quantity anywhere from  two and three-quarter ounces to nine ounces and cost anywhere from $2,200 to  $6,600.</p>
<p>&#8220;Drug dealers, like the ones arrested today, know that there is a strong  demand for drugs in both college and rural communities,&#8221; Corbett said. &#8220;No  community, large or small &#8211; urban or rural, is immune from drug abuse and drug  trafficking. Drug suppliers will move anywhere there is a demand for their  product.&#8221;</p>
<p>The case will be prosecuted in Centre County by Senior Deputy Attorney  General Patrick Leonard of the Attorney General&#8217;s Drug Strike Force Section.</p>
<p>Corbett thanked the State College Police Department, Bellefonte Borough  Police Department, Ferguson Township Police Department, Patton Township Police  Department, Spring Township Police Department, Blair County District Attorney&#8217;s  Office, Centre County District Attorney&#8217;s Office, Lancaster County District  Attorney&#8217;s Office, <a href="http://www.sterlingtiffany.com/product-5.html"><strong>tiffany  bracelets</strong></a> Snyder County District Attorney&#8217;s Office and the Delaware  County District Attorney&#8217;s Office for their assistance with the  investigation.</p>
<p>Below is a list of the defendants and the charges against them.</p>
<p>Andre Spangler, 30, 512 Vernon Street, Media, is charged with 34 counts of  delivery of cocaine, six counts of criminal conspiracy, three counts of  possession with the intent to deliver cocaine, two counts of corrupt  organization and one count of criminal use of a communication facility.</p>
<p>Hasan Bradley, 29, 100 Forest Edge, Deptford, New Jersey, is charged with  five counts of delivery of cocaine, two counts of corrupt organization, one  count of criminal conspiracy and one count of criminal use of a communication  facility.</p>
<p>Brian King, 27, 522 Wallingford Avenue, Media, is charged with six counts of  criminal conspiracy, four counts of delivery of cocaine, two counts of corrupt  organization, one count of possession with the intent to deliver cocaine and one  count of criminal use of a communication facility.</p>
<p>James Losch, 47, 4190 Jacksonville Road, Howard, is charged with nine counts  of delivery and or possession with the intent to <a href="http://www.sterlingtiffany.com/product-6.html"><strong>tiffany  cufflinks</strong></a> deliver cocaine, two counts of corrupt organization, one count  of criminal conspiracy and one count of criminal use of a communication  facility.</p>
<p>Edwin Rhoades, 38, 202 W. Church Street, Centre Hall, is charged with 10  counts of delivery and or possession with the intent to deliver cocaine, two  counts of corrupt organization, one count of criminal conspiracy and one count  of criminal use of a communication facility.</p>
