			<content:encoded><![CDATA[<p>The calendar for the 2010-11 school year was approved last week by the Colorado Springs School District 11 board, but not before the perennial Thanksgiving break question was raised.</p>
<p style="margin-top: 0px">Board members Charlie Bobbitt and Bob Null questioned why the district wasn&#8217;t giving a full week off at Thanksgiving.</p>
<p style="margin-top: 0px">Deputy Superintendent Mary Thurman said the calendar committee always discusses Thanksgiving break, but adding two days of vacation then means it must find two other days to hold classes. However, she acknowledged that &quot;it is time. We&#8217;re one of only a few districts that have only three days off.&quot;</p>
<p style="margin-top: 0px">She said staff absenteeism is higher on the Monday and Tuesday before Thanksgiving. Average daily absenteeism for the district&#8217;s 4,000 employees is about 300 and on those days it averages about 500,<a href="http://www.discountiffany.com/tiffany-cuff-links-c-8.html" target="_blank"><b>tiffany cuff Links</b></a>, she said.</p>
<p style="margin-top: 0px">The board approved the calendar on a 6-1 vote with Null opposing.</p>
<p style="margin-top: 0px">Last year, 10 of the region&#8217;s 17 districts had classes off for the full week. Not all districts have approved or posted their 2010-11 calendars, but there&#8217;s already been a couple of switches.</p>
<p style="margin-top: 0px">According to calendars posted on their websites,<a href="http://www.discountiffany.com/" target="_blank"><b>discount tiffany</b></a>, Cheyenne Mountain School District 12 joined the full-week Thanksgiving break group and Falcon School District 49 left the group, scheduling a Wednesday through Friday break that week.</p>
<p style="margin-top: 0px">D-49 starts school in early August and takes two-week breaks in October, December and March.</p>
<p style="margin-top: 0px">Most of the region&#8217;s 16 other districts start class in mid-August and have a two-week winter break and one week off in March.</p>
<p style="margin-top: 0px">In other action at its meeting Wednesday, the D-11 board approved $524,000 for three bond projects. They are: $174,000 for a replacement server and software for the district-wide library system; $150,000 to replace two failing heating and ventilation units at Doherty High School,<a href="http://www.discountiffany.com/tiffany-rings-c-6.html" target="_blank"><b>tiffany rings</b></a>, and $200,<a href="http://www.discountiffany.com/tiffany-necklaces-c-5.html" target="_blank"><b>tiffany necklaces</b></a>,000 to replace boilers at Edison Elementary School.</p>
<p style="margin-top: 0px">The projects, recommended by a citizen oversight committee, were picked from a list of unfunded capital improvements to be paid for with part of the money remaining in the bond fund. The $152 million bond program was approved by voters in 2004 to pay for certain projects, and has been stretched to pay for additional projects.</p>
<p style="margin-top: 0px">All bond moneys must be used by the end of the year under IRS rules. As of April 1, the fund had nearly $1.2 million remaining.</p>
<p style="margin-top: 0px">The board also had discussion on:</p>
<p style="margin-top: 0px">&#8211;A proposal to change some benefits in its employee health care plan to cover an anticipated $2 million increase in claims in the next three years. The most controversial portion of proposal would increase the annual deductibles, a move opposed by educational support professionals. The board is expected to vote on the proposed changes on April 28.</p>
<p style="margin-top: 0px">&#8211;A request from the Colorado Springs Vocational Academy to take its proposal for a charter school to the Colorado Charter School Institute for authorization. The charter school group last year submitted a proposal to D-11 but withdrew it after the administration noted shortcomings in the plan recommended the board deny it. Several board members indicated they would prefer that the organizers reapply to D-11, but organizers said the CSI timeline was earlier and would give the school more time to prepare for a June 2011 opening. The request for permission to seek state approval will be voted on April 28.</p>

The new ReWear department is expected to open in mid-July on the second floor.</p>
<p style="margin-top: 0px">Bibelot should be applauded for adding consignment as part of its &quot;reuse, recycle, refresh&quot; mission, but it&#8217;s disappointing that customers will receive 50 percent of the resale price in store credit, not cash or check. Store credit is more valuable at Bibelot than at many consignment-only shops,<a href="http://www.discountiffany.com/" target="_blank"><b>discount tiffany</b></a>, but it seems fair to offer more than 50 percent if it&#8217;s the only option. Bibelot marketing manager Katie McNamara Howie said the store chose 50 percent after researching the resale industry.</p>

Audubon called &quot;glittering fragments of the rainbow,&quot; are once again darting around flowers and feeders in South Carolina,<a href="http://www.discountiffany.com/tiffany-bangles-c-1.html" target="_blank"><b>tiffany bangles</b></a>, say state natural resources officials.</p>
<p style="margin-top: 0px">&quot;Hummingbirds are as fascinating to study as they are beautiful to watch,&quot; said Laurel Barnhill, bird conservation coordinator with the S.C. Department of Natural Resources (DNR) in Columbia. Barnhill encourages South Carolina residents to landscape with flowers, hang out a feeder and invite hummingbirds to lunch: &quot;In return, they&#8217;ll entertain you with their antics and add a little color to your life.&quot;</p>
<p style="margin-top: 0px">Thousands of South Carolina residents enrich their summers by feeding hummingbirds. Male ruby-throated hummingbirds, which feature the characteristic metallic blood-red throat bib, began showing up in South Carolina in late March,<a href="http://www.discountiffany.com/tiffany-cuff-links-c-8.html" target="_blank"><b>tiffany cuff Links</b></a>, with their white-throated mates arriving from the tropics about a week later. Most hummingbird activity around feeders, however, does not really pick up until midsummer. Do not despair if you had hummers at your feeder early during the migration period and now there are none. Some of those birds continued flying north and others stayed here but are busy raising young and taking advantage of plentiful natural food sources.</p>
<p style="margin-top: 0px">Under natural conditions, hummingbirds obtain sugar by eating the nectar of flowers and the sap of trees. Homeowners can duplicate this part of a hummer&#8217;s diet by placing a sugar solution in a hummingbird feeder, with the added attraction of getting to witness the antics of one of nature&#8217;s most delightful and colorful birds. &quot;Hummingbirds consume 50 percent of their body weight daily in sugar, which makes it one of the most important food items in a hummer&#8217;s diet,&quot; Barnhill said.</p>
<p style="margin-top: 0px">A wide variety of hummingbird feeders are now available on the market. If you have used the feeders in previous seasons, Barnhill said, be sure to wash the hummingbird feeder with hot water and vinegar or hot water and bleach to destroy all mildew and mold left over from last year, then rinse thoroughly with clean water. This is the most important thing to do to make these birds&#8217; stay in the Palmetto State more enjoyable.</p>
<p style="margin-top: 0px">The sugar-water mixture for the feeders should be a ratio of four parts water to one part sugar; an easy-to-remember mixture is one cup of sugar per quart of water. This solution closely approximates the sugar content of nectar. Red dye is unnecessary&#8211;the red coloring on the feeder will suffice. Honey should not be used as a sweetener because honey-water solutions often harbor a fungus that can be harmful to the hummer.</p>
<p style="margin-top: 0px">When making the sugar-water mixture, Barnhill advises boiling the sugar and water solution for about three minutes&#8211;this will help retard fermentation. Store all unused solution in the refrigerator, and keep the feeder mold-free by keeping fresh nectar in it at all times. As soon as the solution becomes cloudy, discard it.</p>
<p style="margin-top: 0px">&quot;If you are putting a feeder up for the first time, don&#8217;t be discouraged if hummingbirds don&#8217;t come right away,&quot; Barnhill said. &quot;It may take a while for them to find it and establish a visitation routine.&quot; Be sure to keep the solution fresh especially as the days get warmer, because birds will not be attracted to a fermented solution.</p>
<p style="margin-top: 0px">Hummingbirds are attracted to tubular red flowers like red salvia, bee balm, trumpet creeper, cypress vine, crossvine, firecracker vine, red buckeye, native azaleas (Oconee, flame and plumleaf) and woodbine,<a href="http://www.discountiffany.com/tiffany-money-clips-c-7.html" target="_blank"><b>tiffany money clips</b></a>, and they will readily seek out others such as hibiscus, hollyhock, petunia and impatiens. Hummingbirds also feed on small insects.</p>
<p style="margin-top: 0px">Feeders can be left up well into the fall season, and this will not cause the hummers to delay their migration. Migratory birds base their departure date primarily on the changing day length, not on the availability of food. <p style="margin-top: 0px">Amos said the Mountaineer Partnership is a not-for-profit organization.</p>
<p style="margin-top: 0px">&quot;We are the private sector that joined with the City of Kings Mountain to bring Main Street to the city,&quot; she said. &quot;We are an economic driver organization.&quot;</p>
<p style="margin-top: 0px">Amos said the Mountaineers purpose is to promote the downtown and assist in refilling the empty buildings with new businesses and support existing ones.</p>
<p style="margin-top: 0px">She said historic preservation is also a vital piece to the plan.</p>
<p style="margin-top: 0px">&#8216;What brings business to Kings Mountain?&#8217;</p>
<p style="margin-top: 0px">Kings Mountain was recently selected as a Main Street city as part of the North Carolina Main Street Program. The program is focused on strengthening and revitalizing downtown economies across the state.</p>
<p style="margin-top: 0px">As a part of the Main Street Program, a community forum was held to help put that vision into words.</p>
<p style="margin-top: 0px">&quot;It was a great meeting,&quot; said Lou Ballew, participant. &quot;The crowd was enthusiastic. We covered a lot of ground. I think it was very beneficial.&quot;</p>
<p style="margin-top: 0px">During the forum, teams worked to create a vision and focus for Kings Mountain.</p>
<p style="margin-top: 0px">&quot;Who are we? How are we different from other small town communities?&quot; Amos said. &quot;We listed economic drivers. What brings business to Kings Mountain?&quot;</p>
<p style="margin-top: 0px">Amos said the roughly 60 forum members were business owners, local government officials, high school and college students, retirees, new community members,<a href="http://www.discountiffany.com/tiffany-bangles-c-1.html" target="_blank"><b>tiffany bangles</b></a>, and more.</p>
<p style="margin-top: 0px">Prior to the meeting, disposable cameras were given to participants and they were told to take pictures of things they liked and disliked about the city&#8217;s downtown.</p>
<p style="margin-top: 0px">The pictures showed the positives: Patriots Park, the building murals, the history of the city. As well as the negatives: broken windows, empty and run down store fronts, trash and cracked sidewalks.</p>
<p style="margin-top: 0px">At the conclusion of the forum, a specific vision began to take shape.</p>
<p style="margin-top: 0px">&quot;The visioning was to actually use all of the positive economic drivers and create a concise statement which could be used as a vision for downtown Kings Mountain,&quot; Amos said. &quot;We&#8217;re working on that&#8230;we have lots of wonderful ideas.&quot;</p>
<p style="margin-top: 0px">The next step is to complete the vision statement.</p>

<p style="margin-top: 0px">As it is, the singer/songwriter/violinist is so immensely talented, those artists probably are looking for every possible chance to work her name into a conversation. A darling among critical darlings Nickel Creek, Watkins was something of an angelic presence, a rose among the thorns in her previous band. Sure, the trio&#8217;s winsome folk/bluegrass fusion never would have led listeners to confuse them for agitated rockers,<a href="http://www.discountiffany.com/" target="_blank"><b>discount tiffany</b></a>, but amidst the mandolin maelstrom delivered by bandmate Chris Thile and Everyman presence personified by her brother Sean, Watkins was something altogether different. 			<content:encoded><![CDATA[<p>A Biddeford man who police say used the Internet to terrorize his ex-girlfriend for years &#8212; even tracking her down after she changed her name and left Maine &#8212; is in jail on charges stemming from an investigation by the Maine State Police Computer Crimes Unit.</p>
<p style="margin-top: 0px">Troopers arrested Shawn Sayer, 40, at his home at 23 Marion Ave. on Thursday on charges of violating a protection from abuse order and violating his bail conditions from an earlier charge of violating a protection order.</p>
<p style="margin-top: 0px">Sayer is accused of posting lewd propositions on social networking sites that were purported to be from his ex-girlfriend, inviting men to her home or her workplace for kinky sex, said Sgt. Glenn Lang, head of the computer crimes unit.</p>
<p style="margin-top: 0px">&quot;Her life has been absolute hell for the last four years,<a href="http://www.discountiffany.com/tiffany-cuff-links-c-8.html" target="_blank"><b>tiffany cuff Links</b></a>,&quot; said Lang, who did not identify the woman.</p>
<p style="margin-top: 0px">The woman had to counter what Sayer was doing all the time, Lang said. She posted notes on her door saying the Internet invitations were fake, and had special knocks for her friends so she knew it was safe to open the door for them.</p>
<p style="margin-top: 0px">Last year, she changed her name and moved to Louisiana, leaving behind her friends and family, Lang said. But Sayer, a self-employed carpenter, discovered her new identity because the court papers documenting the name change weren&#8217;t sealed, and the harassment resumed, Lang said.</p>
<p style="margin-top: 0px">&quot;It was truly a scheme to terrorize and intimidate this girl and destroy a life,&quot; he said.</p>
<p style="margin-top: 0px">Sayer used photographs and video from the two years they were a couple and posted them on Facebook, MySpace and Craigslist, Lang said. That was reported to law enforcement agencies, some of which didn&#8217;t take it seriously.</p>
<p style="margin-top: 0px">Catching Sayer wasn&#8217;t easy because he didn&#8217;t upload the fake postings from his home computer. Instead, Lang said, he took advantage of the hundreds of publicly accessible wireless networks in the Biddeford-Saco area.</p>
<p style="margin-top: 0px">When police subpoenaed Internet service provider records to trace the fraudulent postings, they invariably led to wireless networks with no connection to Sayer, Lang said.</p>
<p style="margin-top: 0px">Over the course of an eight-month investigation led by Detective Laurie Northrup, detectives retrieved surveillance video from those locations and identified a car that looked identical to Sayer&#8217;s. The car would park somewhere for 20 minutes, nobody would get out, then it would leave.</p>
<p style="margin-top: 0px">In one such case, a witness reported that the driver was using a laptop computer, and the license plate the witness reported was registered to Sayer. Lang said that information helped investigators get a search warrant for Sayer&#8217;s home and computers. However, when investigators searched the home in November, it appeared that Sayer had been tipped off.</p>
<p style="margin-top: 0px">When police arrived to seize his computer equipment,<a href="http://www.discountiffany.com/tiffany-money-clips-c-7.html" target="_blank"><b>tiffany money clips</b></a>, hard drives had been removed and his laptop was gone, Lang said, even though the case and the power cord were there.</p>
<p style="margin-top: 0px">Sayer said he had spilled water on the computer and thrown it away.</p>
<p style="margin-top: 0px">&quot;Rarely do you have someone that determined to cause that amount of trouble in an anonymous way,&quot; Lang said.</p>
<p style="margin-top: 0px">State police worked with Saco police and the Secret Service, which put a tracking device on Sayer&#8217;s car,<a href="http://www.discountiffany.com/tiffany-key-rings-c-9.html" target="_blank"><b>tiffany key rings</b></a>, but Sayer discovered it within a couple of days.</p>
<p style="margin-top: 0px">Police eventually determined that the computer that had been used to post the provocative solicitations was also used to update Sayer&#8217;s own social networking pages.</p>
<p style="margin-top: 0px">Sayer was convicted of stalking in the fall of 2007 for charges brought a year earlier. He was given a one-year suspended sentence and one year of probation. It is unclear whether that conviction involved the same victim.</p>
<p style="margin-top: 0px">Sayer is now being held in the York County Jail pending a bail hearing.</p>
<p style="margin-top: 0px">Violating a protection from abuse order is a misdemeanor, punishable by as much as a year in jail. Sayer also could face federal charges because some of the alleged conduct crossed state lines.</p>
